“Unfortunately, it happens all the time and I just – I don’t understand why they do it. But it does,” said William Hirschfield, who lives several blocks from the Oak Street shooting site, where there was a large police presence.

“I came out of my apartment and saw a man running in the street followed by a group of police cars and people telling him to get down on the ground and not move,” Hirschfeld said.

Police sources said the man who fired the shot was arrested outside a home on 16 Oak Street, where residents asked him to exit the first-floor lobby. Initially, the suspect was hiding behind the house next door, which contained Ring’s doorbell camera, and a resident whose identity we concealed.
